Ya, Vinick probably should have won the election.
Would have really liked to see the show keep going with the Santos administration and Josh running the show.

I believe originally Santos was supposed to win, but as the show went on and Vinick was so great, there was a real debate in the writers room on who would/should win the election. After the death of John Spencer (Leo McGarry) that pretty much silenced the debate and they went with Santos
