What about the people that ran the Investment banks that knowingly sold toxic, worthless securities - passing them off on institutional investors as A-Rated debt? What about the ratings agencies that rubber-stamped those investments, giving them salability?
Madoff conned the wrong people. I think he was smart enough to know this when he gave up.
