That's going to be a steep hill to climb. I think it's possible, but unlikely to reach the desired outcome. Who would pay the attorney fees? Maybe you could build a coalition with some boat builders.

Showing legal standing to claim direct harm may be difficult. Then you have to worry about a judge killing it.

i'm still having a hard time "following the money" on this whole mess. i'm willing to bet that the commercial guys are getting BIG $$$ on their license since the nmfs doesn't issue anymore than what is currently issued (1,300?).
anyone care to explain?
