This goes much deeper than just schools.

Blacks and Hispanics believe that their government representatives must be of the same color. Sadly, the overwhelming majority of the courts (if not all) agree with them, and have forced cities, school districts -- you name it -- to carve out a district so that the predominant race can elect "one of their own."

It doesn't always work out that way, because sometimes it's hard to determine which Mexicans can vote, and which ones are illegals (and can't vote). See Irving, Tx, Independent School District.
