i remember tomtom and garmin thought they would just release a few expensive apps to replace their hardware GPS devices and quickly realized they were a very small fish swimming in a very big pond.

the market shifted..WAZE (and others) realized the values in mining the crowd-sourced data which is why their app is free...they sell all the traffic data back to the local municipalities and state governments for $$$. the wealth of information contained in that data more than pays for the free app distribution.
