Dude, the Empire is still massive. They probably still had more soldiers than the Alliance. Plus you'd have to organize all the planets into a new democratic society, so that's a whole different set of problems. It would take a while. I'm sure setting up a new government will be addressed in the movie. Hopefully.

If the rebellion hasn't mange to root out the hold outs of the empire and set up a government in 30 years.
Then they don't deserve to govern.
