But, when civil unrest exists to the extent it does right now, and an investigation is ongoing, I think the decision to not release the name is reasonable for now.

At some point, it needs be released. But, let it be released with enough information for the situation to be framed in a light consistent with the results of the investigation.

Ex: Officer Smith was involved in the incident and will not be charged because of x, y, and z.

or

Ex: Officer Smith was involved in the incident. Charges were filed and Officer Smith is in custody.

Wow. So when the government thinks they have "framed" the situation correctly, then they get to choose to release the information? I can buy the safety explanation for a period of time, but I evidnetly believe more in the citzenry's right to know than you do.
