Did you click on it? In BR, it's an offer to go up one tier for $5/mo for 6 months with the same old tier speeds. 
But I know of what you speak. Supposedly they will be doubling the speeds in LA on Sep 23-24:

Awesome, thanks for the link. The last date listed there is Palos Verdes 10/28/2014, which would be just in time for a November price increase, which is right when Cox increased prices last year.
