25mbps or higher? How is the TV connected to your router, ethernet or wireless? What model router is it? Where is it located?
Netflix app will recognize what your device is capable of playing based on tv model and network connection, so there is something that netflix sees indicating 4k isn't doable at that moment.

50mbps
Wireless
The router has 2 Internet connections on it. My main one I connect to and a one for the guest that isn't as fast
