That's the price of spiderman. He can't put anyone at danger.
Since Peter is able to control his abilities, about the worst outcome he should be thinking of is that Harry becomes like Spidey. He is a dick for allowing his friend to die in pain rather than giving him the blood.
So far you are the only person who doesn't think he was a dick for not at least taking the chance.

Drew Brees would give his friend a chance to live even with consequences. Better than dying in agony.
