Greedy or wasteful or both?
One agency was paying bonuses to employees who were complaining that they had no work.

The VA was paying bonuses to employees who were destroying records as was the IRS.

as an institution, the federal government (& basically all other institutions) is all about maintaining itself as an institution.

These things aren't even necessarily purposeful. It's just what happens.

If an organization made up of people, like a corporation, can be greedy, certainly a government can too.

Just cut all of it.

If we DIDN'T have the ability to print money we'd think of something, so just PRETEND we don't have the ability to print money and think of something.
