Im pretty sure there has always been an answer and its pretty obvious if you read The Hobbit.
The eagles are not pets, they are they own people and are VERY Proud. They care little for the worlds of men and only help out Gandalf when they do because they owe him and respect him.
They are not his or any humans fricking taxi service and will not be called on to carry some little shite halfway across the world, through the most dangerous realm around to help when the humans war in which they take no sides.
Am I wrong here?

This isn't even the biggest plot hole in the series.
The biggest is them getting their asses saved at Mina's Tirith by a bunch of ghosts.
