Though I have noticed they don't do this crap at Rouse's - they actually have the power! Maybe they do in other stores now perhaps things have changed. I would think a good computer algorithm could spot the cashiers who are voiding to steal.

So...how much? If she can't be trusted with that kind of power...what is she owed an hour for her work?

You do realize this is to prevent employees from ringing up a "customer" who "pays with cash", then voiding it and giving a "refund" to themselves, right?

Have you never worked a job where you use a cash register before? Jesus what a terrible argument for "red tape"
