The purpose of conservation is to preserve, guard and protect the habitat. Public lands are already protected.
The private lands are the ones that are at risk of conversion to farming or having structures built on them, etc. These things are what would keep the birds from reproducing, resting, etc on that land.
They are trying to permanently allocate that extra $10 to conservation easements to keep from losing the private land that they have no control over.
There are also provisions to bring the price back down if the increase in per stamp pricing, decreases the overall collection, and an requirement to report annually on the expenditures , status of the wetland projects, acres that are purchased and cost of the acreage.
All in all, it sounds to me like a win for the ducks ETA: with accounting and reporting built in!
