It's just the opposite. If you are born human you are born totally unequal unless you have an identical twin. It's called genetics.
Regarding the topic of this thread, everyone who isn't mentally disabled is 100% capable of things like not having children, not killing people, not breaking into homes, etc. If you think that blacks are less capable of these things than others are, you are a very racist person.
