He'll still avoid it as along as there isn't a "Yes" in column M which there won't be anyway. If there is a "yes" then something has been ordered.

I do believe yours is more sound though. Mine is based on an assumption.

I would suggest making that yes/no cell a drop down menu to prevent any other entries that would invalidate the formula.
