C= 25000 = 2*PI*R ==> R=25000/(2*PI)
C' = 2*PI*(25000/(2*PI)+1)
Calculate the radius, add 1, recalculate Circumference. Subtract C'-C

You should do some major conversions there or that wont make sense.

You lose points for plugging in a numerical diameter and talking about radii.
ETA: And I lose points for mixing up diameter and circumference.
