I'm more or less fine with cyclists on the road. In San Jose we have a lot of bike lanes. Where I have a problem is when they just blow through stop signs and lights, almost daring you to hit them, and they know you won't, because the person in the car would automatically be seen as the a-hole. If you want to be on the road, then follow the rules.

Every cyclist I know follows all bike laws.

I know this is not quite the same but caught this dumbass on his moped weaving in and out of traffic on airline yesterday morning. Traffic was backed up from light to Walmart and he just weaved his way up the middle to front of the line. I was really hoping somebody would have opened their door

That's legal in some states. I don't think it is in Louisiana.

Funny thing was when light turned green everybody just blew past. Reminded me of dumb and dumber with the idiots riding the moped in Nebraska.

That's certainly then prevailing culture in Louisiana, but technically the cyclist can be in the middle if he feels that the bike and the car can't both fit in the lane at the same time. This would be applicable in this video because there is a curb and no shoulder. It would be dangerous as frick to try and get cars to squeeze through next to him.
If there is a wider lane or a shoulder then the cyclist should get to the side and let cars pass. Cars should observe the 3ft rule, or wait until the other lane is clear.
Keep in mind that this dude was doing 32 on a bike. If you're willing to kill somebody because they're slowing you down to 32 then you're pretty much a piece of shite.
