I don't know who you are referring to, but being promoted to the position of CSM also entails doing the schooling necessary to maintain the rank at regular Army facilities. One of the best soldiers I have ever served with was a CSM with the Guard. The General who was my commanding officer as a light colonel is a good man as well. My Captain is now liaison for UN forces Europe, so I disagree.
