If he was drunk and high he couldn't have messed up that uniform any worse. Ribbons (all out of order) mixed with medals. That beret (thank you GEN (Ret) Shinseki). Officer branch insignia (on the lapels). Marksmanship badges and SF tab. Dude went to Ranger Joes and got his moneys worth.

Looks sloppy to me, but I didn't know that it was inappropriate to wear ribbons and medals at the same time. I always find these uniform compliance and/or military lingo threads fascinating.
