With cloning we could use the organs for transplants and the rest for meat.

I'm pretty sure this was proposed modestly awhile back. Not with actual people though, with the Irish.

Kim Jong-il was reported to have ordered a crackdown on cannibalism in 1996.[116] Chinese travellers reported in 1998 that cannibalism had occurred.[117][118] Three people in North Korea were reported to have been executed for selling or eating human flesh in 2006.[119] Further reports of cannibalism emerged in early 2013, including reports of a man executed for killing his two children for food.[120][121][122]
