Not second tier at all IMO. I'm not really a Wes Anderson devotee but this one has an incredible cast, impeccable cinematography, and a quirky sense of humor that is just fun as hell. Sure, it's a Wes Anderson cliche festival but it works better than anything he's done since Rushmore.

Second tier in that it's an indie movie and not marketed in the same way as the big releases. It did $55 Million total while the major releases will do that in their opening weekend.
