Their declarations that they want to be deadbeats arouse no sympathy from me as the denial of service was not an arbitrary and capricious act by the government owned company. It was the only logical and effective response to a pattern of behavior among many of its customers. The government owned company has an obligation to provide service to its customers who actually pay for the service. It would be criminal of them to be unable to provide service to the paying customers because they chose to provide service to nonpaying customers instead.
