They're only breaking the law because there is no legal option. If they can easily and simply apply for work entry they would, but they can't. If a simple worker visa were available I think you'd see illegal immigration crater...yes some people would still immigrate illegally but it would be minor.
Did you do realize immigration from Mexico was a net negative from 2008 to about 2013? They were leaving faster than they were coming.
