it is a natural part of speech BHP, they can refer to someone in general.
I'll rephrase. The person or persons who shot this missile was shooting at a military plane but it missed and shot down a passenger jet.
Note: I may have this wrong a military plane was shot down yesterday not sure if it happened again today.

yes. but, if you and I were discussing the LSU v Bama game and I say "they are gonna lose"...you may infer that my "they" refers to Bama. Otherwise, i'd say "we" (though, I don't use the we in this case).
My point was, IF the Ukrainians said "they", I'd assume it means the Russians.
If the Russians said "they"....i'd think the Ukrainians.
