Where did you hear / read this "story" and who said "they"?

it is a natural part of speech BHP, they can refer to someone in general.

I'll rephrase. The person or persons who shot this missile was shooting at a military plane but it missed and shot down a passenger jet.

Note: I may have this wrong a military plane was shot down yesterday not sure if it happened again today.
