Maybe the hawk just wandered into the cage. Maybe he likes it there. Anyone ask the hawk?

You're pretty thick headed. It's a raptor. If it gets loose and rips a kids face off and it's proven that this guy is keeping it captive he might have a wee bit of a problem.
As kook said it is a federal offense.
