re: What can be done to discourage high birth rates in lower income families?

Here is a novel idea. If a woman can prove she has not had a child out of wedlock by the age of say 21, give her a check for 5,000 dollars. That's a lot of money to some people. Maybe even more money at higher ages. I know there are many holes in the idea, but think about it . It may just work.
