Flood the zone with receivers, somebody will be open. Flood the legal system with 'scandals'...or the border with immigrants...or the government bureaucracy with so much mass and complexity that it can't be monitored or policed and you'll get a 'fundamental change'. And put an arrogant Authoritarian at the head of that bureaucracy and it's just a matter of time.

Crash...reboot. Unless what's left of the informed electorate steps up.
