Or ... maybe the PT board has people who have spent significant time in the Middle East, know the tactics of certain groups in the region, and know a staged incident when they see one.

Sure ... the cops weren't in on it ... but, the kid was put in that position for a reason ... the reason being, so that him getting his assed whipped could easily be recorded ... and then use of the footage for exploitation.

so by staged you mean....that by him just being there he'd get his arse beat?
