That is not what the initiative says. It says "vetted" groups. Who are these groups? You are assuming that it is the FSA. I think a quick perusal of Syrian opposition will show you the opposition itself is a very complex situation.

This conflict is drawing itself (roughly) along Ba'athist/Shia and Sunni lines. A sectarian war across (at least) two countries (it is not self contained in Syria - it is manifesting itself in Iraq as well).

This is something I do not want to get involved in.
