The article says than many were a part of the child welfare system, so I think it would be feasible to believe that foster parents could have sold them. To put it mildly, many foster parents don't do it for the right reasons.

We have a foster kid down the street from us. Sweet kid, but has no guidance in life. Parents don't give two shits what she does.
