Sorry about your friend. I actually just submitted a tip to crime stoppers about a suspicious car that was next to me at a light. It was maroon, front end damage, and windshield completely smashed in. I even took pics of the car, it drove straight to an auto glass place across the street from my office. I don't know if crime stoppers is effective, I have no idea but that's who the wafb article said to contact.
