I'm sure this is an unpopular opinion here, but putting these parents in jail for a year, or whatever the standard for extreme negligence, does nothing and should be avoided. The parents punish themselves more than the law could I'm sure.

Have you even read up on this case? It's more than that. This dude was trying to get rid of his son while he lead a double life--hitting up little girls online and falling in love with them.
