no it's because there is no way to handle them any faster with the volume of cases that come through the office on a day to day basis. unless you're cool with not affording the accused proper due process. trust me, cases are dealt with, at my office at least, as fast as humanly possible. as long as arrests and complaints are made at alarming rates, cases are not going to be resolved within a month.
