Safestrap doesn't unlock the bootloader. The only custom roms you can put on your phone using the safestrap recovery are ones with the touchwiz kernal, like dynamic kat.

There's a partially working Google ply edition ROM for the S4, but paid apps won't install, USB doesn't work and you have use a workaround to get Wifi to work.

This ROM is working much better now. I installed it yesterday, and it is super fast and so much better than touchwiz. Hells yeah. USB still isn't working, but airdroid is the shiznit so doesn't matter for me.
I also installed gravitybox for some tweaks like enhanced power menu options, etc.
GPE 4.4.3/4.4.2 for safestrap Galaxy S4
Only issues I had during install was that it took a while for the paid apps to be able to install properly, so it took me a while to get a file explorer installed to get safestrap installed to re-install the recovery. I initially forgot to do this and I could not reboot into the ROM. Luckily, I was able to reflash the ROM and necessary other files, and eventually got safestrap installed. In conclusion, flash a file explorer with the ROM so you can quickly install safestrap. I don't know if there is a flashable safestrap
