Yes there are tons of places to fish without a boat.
On the beach, lighted piers at Bridgeside and piers at the state park. There are also rocks off the beach at the state park. Also like mentioned above there is Elmer's island where you can drive out to the beach. Oh and there are numerous places along the side of the road on the way down there that you can fish from.
Surf fishing is the way to go IMO. I've never been a fan of fishing off of highly elevated piers.
