Jail is a place to serve a certain amount of time for illegal activities. When someone becomes a ward of the state, it is the states responsibility to care for their safety and health. Being beaten, raped, or infected is not part of sentence. The frick them attitude I can certainly understand, but is not what any country valuing life does. I'm not advocating a spa and fun in the sun, but most prisoners are not the Manson or Dahmer types. They will get out and go back to family and society having served their sentence without more burdens imposed on them from abuses within the system than the problems that they imposed on themselves as a result of their actions.
