No, I said they don't allow the officers to arrest any of the people marching for indecent exposure. Not all of the people marching should be charged with that, just the ones who are, in fact, naked.

Lies. I know officers who have worked these things in five different cities (New Orleans, Nashville, Philadelphia, Pittsburgh, Chicago). They all said that they are not allowed to arrest anybody at these events.
