sounds to me like the little needle that the float is attached to is sticking...might take a carb kit to fix it...
one thing you need to be sure of is that gasoline has not run into the crankcase oil...if it is flowing out of the air filter, some may be running back into the crankcase...just check the oil level to be sure it hasn't risen...
once the carb problem is ironed out, I would change oil....

Yeah, this makes sense, too. And after I got it started, I'd SeaFoam the heck out of it.
