Actually, according to your own link it is perfectly legal in Washington state to pay tipped employees below minimum wage - provided their tips make up the difference. To quote the part you missed:

Including tips and cash wages, all tipped employees must still earn at least the Washington Minimum Wage of $9.32 per hour. If a Washington employee does not earn at least $9.32 including tips in any given hour of work, their employer must make up the difference in cash.


So yes, she could have been telling the truth when she said she was only getting $7/hr plus tips. It's completely legal there.
