Is this a bad cv joint?

My daily driver 07 mazda 3 automatic is making some humming noises on the front drivers side while driving straight and turning to the right. It's more noticeable at higher speeds and when I am on a bouncy road. It's not the usual clicking sound that is associated with cv joints though.
It almost sounds like a piece of plastic is scraping the road every now and then, but I have checked and nothing is rubbing.

Sounds more like a bearing possibly. Hub bearing.

Wouldn't the bearing cause the tire to have extra play when it's jacked up? I jacked it up right before it got dark and couldn't feel any play in the tire.

That is a symptom of a bad bearing, yes, but it doesn't always show that way. First symptom you'll get from a bad bearing is usually a squeal or a roar. You won't notice any play in the wheel/tire until it's nearly reached its failure point.

No only when riding down the highway at a good speed.

that rules out CV joint, and anything to do with the main belt and pulleys.
So it is definitely drive train. Main wheel bearing, U joint, or possibly front drive shaft seal or bearing.

Sounds like wheel bearing is a good start.
