I wouldn't call it a shithole, some parts are pretty nice.

The parts closest to I-10 have been gentrified, it's places closest to 610 they are working on extensively right now. Are there still holdouts that live there, yes, but I think from what I hear the period you are referring to was mid-80's through 90's.
