If you are looking long term at buying, not short term, there is no need to hire an agent right away. With the internet, you have the ability to find all the houses for sale in the area you are looking. If you find a house(s) that are of interest to you, find an agent from a competing agency than the one listed. If you are interested in a house listed by Coldwell Banker, find a agent from Remax/Keller Williams.

If he wants to get this prospective house inspected, doesn't he need to be under contract in order to do so?
