But according to Russian and his ilk, everything is getting better in the school system. News reports like this, and this, are just one of many reasons why young families have been flocking to areas with better schools. Those that are fed up and want change are called racist and terrorists.

I think he's more in the "it's not perfect but we're gonna try really hard to make it better in the future" camp.
Whether that movement will pan out remains to be seen, but I seriously doubt it ever comes to fruition. Keep the status quo, don't rock the boat, business as usual.
