Things are happening here in Louisiana with the film industry's presence. Last week, there was a symposium to transform ULL's drama department into a major film school. There is now a special effects editing studio in Lafayette (whose other locations are in L.A. and Vancouver, CA). Film festivals in Baton Rouge, New Orleans, Lafayette, Shreveport and Lake Charles are seeing some success. The theatrical/performing and visual arts are enjoying an uptick in popularity.
The culture of Louisiana breeds a lot of natural character that could groom a wealth of artistic talent. I think a major film industry is a remarkable fit for New Orleans if it can grow roots beyond the shoot-and-leave dynamic. I will reserve judgement on whether ibfreeman is right that that this a huge waste of money or is a brilliant new investment. I, for one, hope strongly for the latter. Things are happening here, though, so fingers crossed.
