That sounds like a Comp Sci degree and not a Comp Eng. degree program.
Like you said, a program like you described would not be ABET accredited which is required to take the FE/PE exams.

There was still a lot of Eng. classes like Statics & Dynamics. But what it really amounted to was an EE degree with CS and Math minors. It ended up being way more useful to me than a PE so I'd do it the same all over again.
