I think the difference is the minors is littered with guys who are hopefull that can make it to major league roster along with very young raw kids. The MLB players that go over have usually topped out and are the dreaded AAAA players. Or at least that's my guess.

No idea about the domestic talent.

Another thing to consider is that Japanese players don't come to MLB until they are older generally. I think they need 9 years of service b/f they can become a free agent. So when we compare how Japanese guys do in MLB, they are often past their prime. Plus not all these guys wanna come to MLB.
