In my hometown, there are independent teams. But they do still coordinate with the recreational department. Most independent teams in this area gather to attempt to engage other top talent.

Our independent teams try to operate mostly off of donations in an effort to ensure that players from low income back grounds can participate.

Unfortunately the Rec department is run by idiots....so most parents have no choice.
