I know they would love to do that, and are certainly trying, but is it legal?
Under special circumstance, the law does allow for major businesses to be annexed, as well as the surrounding area, if I'm not mistaken. The businesses have to request it though I believe, it can't be forcibly taken.

They have to be "on the border" to request annexation(Costco and Celtic were). This is where it gets tricky for Kip and his cronies.....the MOLA is not on the border of incorporated BR. That means all of the property between the mall and BR proper would first have to be annexed. They can try, but it isn't cut and dry, and IMHO the MOLA owners aren't going to voluntarily raise taxes on themselves. If anything, they would wait for St. George to incorporate, and then have a tax bidding war with both entities. Again, assuming the property between them could even first be annexed.
